The Evaluation & Learning (E&L) team will conduct the programme evaluation for the UK Prosperity Fund programme in Mexico, from mid-April through to late June 2019.
The Mexico programme studies Energy, Financial Services (FS), Future Cities (FC) and Anti-corruption and Rule of Law (ACROL). The evaluation will assess the programme’s design and implementation plans for each of these strands, as well as the cross-cutting themes of GESI, VfM and secondary benefits.
We are recruiting an evaluator with specialist knowledge of mobility and infrastructure issues in urban design and planning. The main deliverable will be a written contribution to the Cycle One Programme Evaluation report
Working within the evaluation and learning team in Mexico. The consultant will focus on the FC strand, examining the causal assumptions and linkages in the project design and its relation to the programme theory of change (ToC). They will have expertise as an evaluator, with experience in the field of transportation and urban mobility, and with an understanding of how these issues relate to gender & social inclusion, and to poverty reduction.
The aim of the Cycle One evaluation is to identify strengths and weaknesses in the overall programme and project design. The programme evaluation will also identify learning opportunities within the future cities strand as well as across the programme.
Short Term Assignment – 20 days of input. 10 years+ experience of evaluations or research. Residency in Mexico, or extensive experience in the country.
