Problem Driven Iterative Adaptation (PDIA) is a process of facilitated emergence.
It focuses on problems, not solutions. It follows a step by step process (not a rigid plan) that allows for flexible learning and adaptation.
PDIA is developed by the Building State Capacity Center for International Development at Harvard University.
