This brief report and analysis identifies further opportunities in the tourism market system to improve frontline vocational education.

Available tourism human resources are not sufficient or adequate to meet demand. This is the main barrier and constraint in the tourism sector value chain, including hotels and restaurants.

Poor quality of services in the sector is primarily due to:

  • skills gaps amongst current, aspiring, and frontline workers
  • lack of a vocational training curriculum which meets international standards
  • absence of vocational schools or training centres for tourism
  • lack of information about market requirements amongst Technical Vocational Education Training (TVET) institutions
