Investing in Infrastructure (3i) is a DFAT-funded programme which seeks to stimulate and accelerate private investment in essential small-scale infrastructure in Cambodia.

Intervention description

To unlock opportunities for economic growth and trade by increasing investment in private sector led small-scale infrastructure - and to increase households and business’ access to basic utilities, including:

  • piped treated water
  • the electricity network
  • solar energy

This review considers whether - and if so, how - the 3i programme should be scaled up, and/or extended in time frame, budget or sectoral focus.

Evidence methodology

The review was carried out by interviewing:

  • partners
  • stakeholders
  • programme staff

Secondary evidence from programme documents was also reviewed.

Some key variables used to prepare the report were also checked through the interviews conducted in the field.
