The To’os Ba Moris Diak (TOMAK) programme in Timor-Leste aims to build the capacity of rural households to confidently and ably engage in profitable agricultural markets. 

This assessment's objective is to:

  • map the value chains for cattle, groundnut, mung bean, red rice and shallots
  • analyse market systems
  • identify constraints and root causes of under performance

The agriculture sector in Timor-Leste is overwhelmingly subsistence-based. Smallholders consume most of the food they produce. Coffee is the only significant agricultural export. A large proportion of the food consumed in Dili, the main consumption centre, is imported.

The assessment was undertaken using a gendered value chain and Making Markets Work for the Poor (M4P) approach.
