In Pakistan only 25 per cent of seeds are certified. Quality poses a huge challenge for improving agricultural productivity. The adoption of certified seed is
particularly low among smallholder farmers. The current structure of seed value chains favours large landholders and seed businesses choose to work with them for seed multiplication.

Engro's seed business wants to diversify its supply base and include smallholders including women producers in its supply chain. 

PAVE - Partnerships and Value Expansion for inclusive seed systems - is an innovative project seeking the inclusion of smallholders in seed value chains.
