This report was commissioned at the midway point of the programme to if it was on track to achieving transformational change in the agro-inputs system. 

The assessment found that the Activity’s efforts to promote adoption of new business practices was not reaching a critical mass, largely as a result of a poor competitive environment. 

This meant that the Activity needed to reconfigure its theory of change; the challenge then became to translate this new theory of change into the right strategy, tactics, and organisation to achieve the desired improvement in the market system. 

The report describes how the team has met this challenge to date. Key points included participatory development of new work plans, iterative engagement with experienced practitioners, redefinition of M&E data to gauge performance, and a refined understanding of how change takes place in a market system.
