MSD programmes work with market actors (private and public sector) to design and test ways to improve the functioning of a market for the
benefit of a specific target group – in this case, low-income women.

A key part of that process is designing an intervention – a programme to support a change in practice – to be tested by programme partners.

This guide focuses on how to develop an intervention strategy. It was created to help other MSD programmes working in the area of WEE to design effective interventions.
