Building a rigorous MEL system for a MSD programme focused on WEE

In Market Systems Development, programmes work with market actors (private and public sector) to design and test ways to improve the
functioning of a market, in a way that benefits a certain target group – in this case, low-income women.

Based on WIN’s experience, this guide has been developed to help other MSD practitioners working in the area of WEE to design effective monitoring and evaluation (MEL) tools and frameworks.

The tools and frameworks used by WIN for MEL described in this document integrate the different elements of the DCED Standard.
