The 2018 Reader on results measurement

An introduction to the DCED Standard (updated August 2021)

Published by
Donor Committee for Enterprise Development (DCED)

This Reader presents the DCED Standard for results measurement and current thinking and practice related to its increasing adoption by programmes and use in varying contexts. The DCED Standard is a practical framework for private sector development programmes to monitor progress towards their objectives.

It comprises eight elements: articulating the results chain, defining indicators of change, measuring changes in indicators, estimating attributable changes, capturing wider changes in the system or market, tracking programme costs, reporting results and managing the system for results measurement.

The DCED also offers an optional, confidential ‘audit’ service, which can lend additional credibility to the results measurement system. This Reader also provides insights to new sectors and contexts where the Standard is being used. For example, in assessing attribution, project management strategies, market systems development and in assessing systemic change. FAQs and practical steps for involvement are included.
