This template is a companion to the Housing Market Systems Change Wheel and offers a practical way to contextualise change pathways for each intervention area that an MSD programme is focusing on within its portfolio. When a change pathway is developed for each intervention area and laid out together, it serves the purposes of:
1) Consolidating a portfolio (incorporating all key elements, such as a root cause analysis, vision for systems change, intervention approaches)
2) Simplifying the way a portfolio is presented
3) Making the Change Wheel practical for and useable for all manner of staff, including MEL staff to develop relevant indicators
