A combination of reports and accompanying tools offering an examination of the case for women’s economic empowerment, its timeliness and the current landscape.

It identifies seven drivers and four areas of work and puts out the Panel’s first call to action.

The toolkits offer a compendia of resources, case studies and good practices for each driver to facilitate implementation of the practical recommendations in the second report.

Each toolkit is accompanied by a working group paper with specific recommendations for transformational change.

The driver's and their accompanying toolkits are:

  1. Driver 1: How to change norms in support of women’s economic empowerment
  2. Driver 2: How to ensure legal protections and reform discriminatory laws and regulations
  3. Driver 3: How to recognize, reduce and redistribute unpaid work and care
  4. Driver 4: How to build assets – digital, financial and property
  5. Driver 5: How to change business culture and practice
  6. Driver 6: How to improve public sector practices in employment and procurement
  7. Driver 7: How to strengthen visibility, collective voice and representation
